Artificial Intelligence (AI) is quickly becoming a new capability in cybersecurity. Soon AI will be essential both to attacks and defence. AI will transform cyber defence by enabling autonomous, fast, and sophisticated responses to ever more impactful, and tailored cyber attacks. This poses serious risks of conflict escalation and may threaten international stability. To mitigate this risk, we need to design strategies and regulations to harness the potential of AI for cyber defence, while also addressing the risks that it poses. I will argue that to achieve this goal we need to abandon analogies with conventional (kinetic) conflicts and focus on the informational nature of AI and cyber conflicts.

Dr. Mariarosaria Taddeo is Reasarch Fellow at the OII, University of Oxford, where she is the Deputy Director of the Digital Ethics Lab, and is Faculty Fellow at the Alan Turing Insitute. Her work focuses on ethics of Artificial Intelligence, cyber security, cyber conflicts, and digital innovation. Her area of expertise is Philosophy and Ethics of Information. She has been listed among the top 50 most inspiring Italian women in AI in 2018; was awarded the Simon Award for Outstanding Research in Computing and Philosophy; and received the World Technology Award for Ethics. Since 2016, Mariarosaria Taddeo serves as editor-in-chief of Minds & Machines (SpringerNature) and Philosophical Studies Series (SpringerNature).
